Life Science Washington – Organizational Background

Life Science Washington is an independent, non-profit 501(c)(6) trade association serving the life sciences industry in the state of Washington.  Our mission is to support and grow Washington state life sciences through advocacy, collaboration and investment.

 

The life science industry encompasses any initiative aimed at improving the quality and standard of life.  Its many industry sectors include biotechnology, medical devices, biopharmaceuticals, health IT/digital health, global health, bio-agriculture and bio-fuel.  Our members include organizations engaged in, or supportive of, the research, development and commercialization of life science technologies. Life Science Washington is fully-funded through memberships, sponsorships, grants, and event registration fees.

 

In 2016, with support from the Life Sciences Discovery Fund, the organization launched a new initiative to enhance an ecosystem that encourages entrepreneurs to establish early stage life science ventures within WA State and to improve the success rate of these ventures in translating promising science and technology into commercial products.  Ultimately, our vision is to create an ecosystem that accelerates the cycle of idea generation and concept validation, and boosts development of market relevant, impactful products and solutions for healthcare. In the immediate term, our focus is on addressing gaps and opportunities in the ecosystem by designing and implementing a sustainable, statewide system of entrepreneur start up and commercialization programs.

 

Project Scope

In this initial one-year project, we will design, build and launch a sustainable and interactive online portal, based on the content previously developed for the Life Science Startup Guidebooks and Toolkits, to help guide new entrepreneurs in building a life science company in Washington state. This Online Playbook will serve as the go-to platform for learning about starting a new venture in a streamlined, easy-to-approach manner while also providing access to downloadable worksheets, templates, and other resources. The Online Playbook will also be integrated with our Innovation Marketplace, a “one-stop-shop” for WA state commercialization resources currently in development.


We are seeking proposals for experienced consulting/web development firms to assist us through a gated design and build process as follows:

 

Project Objectives and Functional Requirements

We are seeking a qualified healthcare technology consulting and development firm to conduct the technical and business design, development, and implementation phases of the project, as outlined below:

  • Establish Online Playbook project timeline, including governance and project/implementation plans
  • Conduct primary customer/user discovery research, both initial as well as ongoing customer feedback and validation of assumptions and use cases
  • Review existing interactive, educational portals as potential models, develop initial high level business requirements and resource-efficient paths to complete the project
  • Prioritize features, benefits/capabilities for initial prototype
  • Develop a sustainable business model (e.g., pricing and access), including analytics and reporting
  • Determine ideal hosting platform for Online Playbook as well as the maintenance and updating requirements
  • Develop Online Playbook front-end using content provided by Life Science Washington
  • Develop back-end and non-functional requirements, including content management system and integration with Salesforce platform
  • Perform Search Engine Optimization, integration with other tools to maintain site (e.g., CRM)
  • Full systems build, testing of final platform for launch, migration to production system for hosting
  • Prepare documentation to allow Life Science Washington staff to engage in maintenance and periodic updates of the Online Playbook following launch
  • The service provider will be expected to furnish adequate resources to conduct all technical, business planning, and project management aspects required for the project.

 

Project Timeline

Project is expected to begin by June 1, 2017 and be complete by February 28th, 2018.

 

Project Budget

The total available budget for the project is not to exceed $50,000 over the course of the 1 year project. This budget is expected to cover all consultant fees (and sub-contracted consultants) and incidentals (e.g., parking and meals.) Any costs related to hosting stakeholder meetings or any necessary out of state travel will be covered by a separate budget.

 

Proposal Guidelines and Requirements

Please submit a brief proposal that includes:

  1. Biographical sketches of key staff
  2. Examples of portfolio case studies or links to past work that showcase your expertise in executing large-scale technology solutions.
  3. A high level summary of your proposed approach, timeline, and budget for the project.
  4. References and contact information from at least two companies who have consulted with your firm for similar work.

Vendor Qualifications:

Acceptable firms will demonstrate that they have the following minimum qualifications:

  1. 10 years or greater healthcare/life sciences IT and business project management expertise, with strong business communication and development skills. Team members must have deep and broad experience in the health care and tech space, including experience working across a variety of stakeholders including health payers, providers, employers, public sector organizations and technology companies.
  2. Applicants are asked to provide evidence of a track record of delivering highly satisfactory projects on time and within budget.
  3. Strong oral communication, writing, and documentation skills
  4. Extensive Solution Development Lifecycle / Design Thinking and Lean Validation experience.
  5. Specific expertise in working with non-profit and early stage life sciences companies.

 

Contract Terms

  • Vendors will be required to comply with a financial conflict of interest policy that includes disclosure and mitigation of any potential conflicts.
  • During the course of the work, vendors will interact with early stage ventures. Vendors will be required to maintain strict confidentiality related to these interactions, consistent with Life Science Washington’s policy.
  • Life Science Washington will retain ownership over all content developed during the course of the project, including design documents, prototypes, and systems/products.
  • Payment will be directed as invoiced monthly during the course of the project as milestones are completed.

 

Evaluation Criteria

Proposals received by the deadline of May 1st will be evaluated based on candidate qualifications upon review of materials provided, telephone interviews for finalists, and discussion with references.
